今年教育部宣布啟動「非洲菁英人才培育計畫」,要鼓勵國內大專院校廣招非洲學生前來留學。境外生權益小組樂見學術的國際交流,但我們卻不得不對此美好的計畫提出質疑。因為許多來自西非地區國家的學生已經被台灣的大學、研究所錄取,卻連簽證辦理都困難重重,不得不一再延後入學,造成大學、教授和學生三方的損失。

以下這封信是忍無可忍的非洲學生們所寫下的。數十位同學被台灣的大學錄取,卻一直無法獲得簽證,其中許多人甚至連預約的簽證申請日都被一再延後,而被迫休學。

他們遭遇的刁難似乎暗示著「駐奈及利亞聯邦共和國臺北貿易辦事處」這個西非地區唯一的台灣駐外使館正在有意阻礙非洲學生來台求學。這其中隱含的對於地區、對於國家的歧視正嚴重影響著非洲國家學生對於台灣的觀感。境外生權益小組訴求外交部領事局及相關政府部門檢討此事,給予來自非洲西部的學生一個公平對待!

【西非境外生的心聲-中文翻譯版】

由於台灣駐奈及利亞辦事處的不良對待,打算在秋季學期前去台灣學習的西非學生感到憤怒

一些學生早在2021年9月21日就預約了他們的簽證申請。並且,他們還被要求在教育和外交部認證他們的文件,因為台灣駐奈及利亞辦事處說西非人喜歡偽造文件,所以大多數學生都照要求做了認證。但是台灣辦事處卻繼續延後他們的申請日,一直推遲到了12月17日,卻沒有給明確的理由。

我們想說,這是一個學習簽證的申請,而大學有一個學生入境的截止日期,12月17日已經接近學期末了。我們認為這是不專業和不人道的,因為在簽證過程中學生付出了大量的金錢和精力。一些學生冒著風險從一個國家通勤到另一個國家。以及,他們每天承受著精神壓力,早在凌晨2點就被驚醒。儘管不知道能否獲得簽證,他們仍繼續在線上學習。

錄取他們的大學則正在失去耐心,有的建議學生休學,有的則建議他們重新申請學校的入學。而對於西非之外的同學來說,申請簽證入境則相對順利。經過申請秋季學期入學的壓力和兩個多月的在線學習,我們的一些來自非洲以外的國際學生同學分別在三天、一周和一個月內收到了簽證。

此外,除了被延遲申請日的學生外,大多數其他學生儘管已經接受了面試並支付了審核費用,但收據上沒有註明領取簽證的日期。這仍然是相當不專業的,特別是對於像台灣這樣一個現代化的國家,它歡迎海外學生,並與地球上幾乎所有國家都有良好的外交關係。

是不是台灣根本就不想讓大學錄取來自西非的學生?如果是這樣的話,與其利用這些策略來挫敗學生,不如向他們明確說明。

一些學生已經有了來自各院校教授的保證書,其中,教授承諾他們將承擔在台灣的生活費用以及在我們一旦違法時被驅逐出境的費用。

那麼為什麼奈及利亞的台灣貿易辦公室對我們的態度如此惡劣?這是否意味著他們不相信那些也是台灣公民的教授,以及有這些教授的簽名保證用他們的國家護照獲得學習簽證的學生?或者,他們不相信我們的學位或由奈及利亞和其他西非國家最高當局(教育部和外交部)認證的文件?

任何對國際學生不友好的做法都是在間接破壞學生的學習希望。學生們相信自己可以獲得知識來改善自己的國家,而西非國家由於文盲率高和教育水平低,現在比以往任何時候都需要這種援助。

Because of the ill-treatment at the Taiwan embassy in Nigeria, West African students intending to study in Taiwan by the Fall Semester are unhappy 

Some of the students got their Visa appointment dates as early as September 21st, 2021, and were required to authenticate their documents at the Ministry of Education and Foreign Affairs because The Trade office said West Africans are prevalent for falsifying documents, which the majority of the students did, but the Trade Office continued to reschedule their appointments until December 17th for no apparent reason. This is a study visa application, and the university has a deadline, which is approaching the end of the semester on December 17th. We believe this is unprofessional and inhumane, given the amount of money spent on the visa process, the risk some students took commuting from one country to another, and the emotional stress they are under every day, waking up as early as 2 am. to continue their studies despite not knowing whether or not they will be granted a visa.

Some of their schools are losing patience, and some have proposed that the students seek a leave of absence, while others have suggested that they reapply for admission to the school. After the stress of applying for Fall semester admission and over two months of online study. Some of our international colleagues who applied received visas in three days, one week, and one month, respectively.

Even though the majority of students have been interviewed and paid for authentication, there is no date for their papers to be collected on the receipts. This is still quite unprofessional, especially for a great country like Taiwan, which welcomes overseas students and has good diplomatic connections with practically every country on the planet.

Is it true that West African students are not accepted into Taiwanese universities? If this is the case, rather than utilizing strategies to frustrate students, they should make it clear to them. Some students already have Guarantee letters from their professors at various institutions, in which the professors have committed to cover the cost of living in Taiwan as well as the expense of deportation if we fail the legislation, then why are the Trade Office in Nigeria treating us so badly? Does this mean they don’t trust the professors who are also citizens of this great country and have their signature to guarantee a study visa with their national passport or they don’t trust our degrees or documents attested by the highest authorities in Nigeria and other West African countries (Ministry of Education and Foreign Affairs)?

Any country that is not international student-friendly is indirectly destroying the study hopes of students who believe they can gain knowledge to better their country, and West African countries require this assistance now more than ever as a result of a high level of illiteracy and a low standard of education.
